"INSTRUCTIONS FOR STOIZAGE AND IIANDLING OF DANGEROUS GOODS FROM AND TO TIIE PORT".
FOR TIIE PURI'OSE OF TIIESE INSTRUCTIONS
- International Maritime Dangerous Goods Code (IMDG CODE) an international code for transport of dangerous goods by sea issued by the International Maritime Organization (IMO), and is continuously subjected to amendment.

- The International convention for the safely of life at sea 1974 (SOLAS 1974): An international convention endorsed under the umbrella of the International Maritime Organization (IMO) for the year 1974.
- The dangerous cargo: Group of materials, which have been mentioned and classified in chapter seven of (SOLAS 1974) convention and it's amendments and the (IMDG CODE) and amendments.
- Classification of dangerous cargo: Dangerous goods are divided into the following classes:-
- Class 1 - Explosives.
- Class 2 - Gases: compressed Liquefied or dissolved under pressure.
- Class 3 - Flammable liquids.
- Class 4.1- Flamrnable solids.
- Class 4.2- Substances liable to spontaneous combustion.
- Class 4.3- Substances which in contact with water emit flammable gases.
- Class 5.1- Oxidizing substances.
- Class 5.2- Organic peroxides.
- Class 6.1- Poisonous (toxic) substances.
- Class 6.2- infectious substances.
- Class 7 - Radioactive materials.
- Class 8 - Corrosives.
- Class 9 - Miscellaneous dangerous substances, that is any oilier substance which experience has shown, or may show, to be of such a dangerous character that the provisions of this part shall apply to it.
- EXPLOSIVES: The group of materials, solid, liquid or mixtures of various substances, that is capable through chemical reaction to produce gases at a temperature, pressure, and speed that enables it to cause destruction or damage in the surrounding area, including Pyrotechnic, even though it does not produce gases and was classified in the (IMDG code) under class A.
- FLAMMABLE LIQUIDS: The group of materials that in the liquid form including, liquid mixtures, solutions and suspensions which has the ability to ignite and its flash point is < 61 C degrees (closed container).
- FLAMMABLE SOLIDS: The group of materials that can ignite easily when subjected to an entrant-igniting source like direct flame, electrical spark or friction.
- SUBSTANCES LIABLE TO SPONTANEOUS COMBUSTION: The group of materials that its temperature raises spontaneously and alien ignites.
- INFECIIOUS SUBSTANCES: The group of materials that contains micro organisms and can cause diseases to human being and animals mentioned under class (6.2) in the International Maritime Dangerous Goods code.
- RADIOACRIVE MATERIALS: All radioactive materials with radioactivity level exceeding, 002 micro curie per gram, Radioactive materials that are allowed to be transported by vessels should have radioactivity at the level of packing less than 200 millirem per hour and also it should be less than 10 millerm per hour at a distance of one meter from the packing. In case of shipment by containers it shouldn't exceed 10 millirem / hour at a distance of 2 meters from (lie containers body.
PACKING OF DANGEROUS CARGO: All dangerous cargo shipped by packages or boxes should be packed as follows:
- In good condition.
- Provide protection for the material and preserve it and lake over the circumstances of the normal condition of shipment at sea and port.
- Applies with the conditions for packing of dangerous cargo as mentioned in &lie International Maritime Dangerous Goods and any other subsequent instructions issued by the ports corporation.
- Meets the conditions of packing of dangerous cargo in the Seventh chapter of the (SOLAS 1974) and its amendments.
SETTING UP OF AIARKS AND LABELS: Any dangerous cargo which is transported or stored at the ports corporation, should have the scientific name of material and the distinguished mark for the class of danger as per the classification mentioned in article A-4. This should be clear and can be identified from distance and should be written either in Arabic or English Language or both.
SIIIPMENT OF DA,'VGEROUS CARGO BY CONTAINER:
- Containers that carry dangerous cargo should be subject in its specifications to containers safely convetion (C.S.C) for the year 1972 and its amendments.
- Dangerous cargo should not be stored in container together with other non comparable materials or with any foodstuff.
- Shipment of dangerous cargo by containers should be subject to the requirements of [lie International Maritime Dangerous Goods code.
SAFETY PROCEDURES ON VESSELS TRANSPORTING DANGEROUS CARGO:
- It is prohibited to use the vessel radar and radio equipment in the zone of handling explosive materials.
- The Captain of the vessel that carries dangerous cargo should guarantee the presence of sufficient number of vessels staff for emergency precautions.
- The Captain of the vessel that carry dangerous cargo should provide continuos supervision for the process of handling dangerous cargo to and from the vessel.
- Shipping agent or the shipper should ensure the presence of safety committees during the handling of explosive materials in the port.
DOCUMENTS
- The Captain or the agent for any vessel should supply the authority with the following documents at least 48 hours prior to the entry of dangerous cargo to the boundaries of the corporation:
- Dangerous cargo list: A list of dangerous cargo carried on board the vessel, including vessel's name, time of arrival, the scientific name of the dangerous cargo and the UN number for the material and its class in the IMDG code, flash point, weight and any other necessary information.
- Dangerous Cargo Plan Detailed drawing of storage of dangerous cargo abroad the vessel.
- Any available information which may hurt the safety of vessel, port or employees.
- The vessel carrying bulk dangerous cargo should have a Certificate of fitness.
- A Certificate from the slipper indicating that the shipped dangerous cargo is packed. marked and numbered and is suitable for shipment.
- The setting of dangerous. cargo applies with the International Maritime dangerous Goods Code for separation, storage and storage requirements mentioned in chapter seven of the (SOLAS 1974) convention.
PRIOR APPROVAL: - The following dangerous cargo requires prior approval to its shipment from origin.
- Bulk dangerous cargo, solids, liquid and liquefied gas.
- Explosive materials.
- Organic peroxides which have explosive sign.
- Infectious microorganism materials.
- Radioactive materials.
- All the substances due to their properties are required to be loaded according to direct delivery basis.
- Any other materials the ports corporation requests prior approval for.
SHIPMENT OF DANGEROUS CARGO ABROAD PASSENGERS SHIPS:
It is not permitted to ship dangerous cargo abroad passenger's ships except as per chapter seven of the (SOLAS and IMDG code).
DANGEROUS CARGO TIIAT ARE IIIGIILY DANGEROUS ARE PROIIIBITED TO BE SIIIPPED BY VESSELS ARE NOT ALLOIVED TO BE TRANSPORTED OR HANDLED INSIDE THE PORTS CORPORATION.
HANDLING AND STORAGE OF DANGEROUS CARGO IVITHIN TIIE PORTS CORPORATION.
- This to be done as per the enclosed list and any other instructions that are issued by the ports corporation.
- The list and the related annexes are subjected to amendment according to the amendments to (IMDG code) or if any new informations are discovered about the dangerous properties of the materials.
- Any other material not included in any of the annexes is to be treated as an included material if it has the same properties of any of the materials which is listed in any annex.
L.' CONTRADICTIONS
- The shipper or his agent to be considered responsible for any damages resulting or violation of these instructions, the ports corporation has the right to dispose or prohibit any dangerous cargo that violates these instructions.
- Work will be stopped on any vessel carrying dangerous cargo in case of spillage of leakage of its contents which may cause danger that may endanger the employees, properties or surrounding atmosphere.
- The carrier or his agent will bear any 'additional costs that the ports corporation may bear as a result of violating these instructions.
