1. To assess the damage done by Marine Pollution (Marpol), the pollutants are classified as follows:
    1. Oil and its derivatives.
    2. Chemical materials.
    3. Waste materials and sewage (Waste Water)
  2. Oil is classified into the following types according to its properties, methods of treatment and its effects on the marine environment:
    1. 1/1 Light products such as Gasoline, Kerosene, Diesel, and Tinnier etc.
    2. 1/2 Heavy Products such as Fuel, Grease, Mineral Oil, asphalt and hydraulic etc.
    3. 1/3 Crude Oil.
  3. Chemicals are classified into the following types according to the degree of risk it may cause and its effects on man and on marine environment:
    1. 2/1 High toxic chemicals that is characterized by:
      1. Highest level of concentration to which one can be exposed is one out of a million in the marine environment (TIM 1 P.P.M)
      2. Highest level of concentration to which one can be exposed to is less than one out of a million (TLV 1 P. P. M)
      3. Have been classified under category (A) of the International Convention for the prevention of Marine Pollution (MARPOL) (Annex II) and its amendments.
      4. Deadly amount to marine life (LDSO) is less than one milligram per one liter of water.
      5. The Deadly amount for man (LD 50) is less than five milligram per each kilogram of man's body weight.
      6. Cause cancer to wan.
      7. Cause serious danger to man and marine environment.
    2. 2/2 Chemicals that are toxic and harmful to man and marine life. There are characterized by the following:
      1. Highest concentration allowed to marine environment is one tenth out of a million (TLM 1-10 P.O.M).
      2. Highest concentration allowed for man is one tenth out of a million (ILV 1-10 P.P.M).
      3. Classified under category (B) in the International Agreement for the prevention of marine pollution (MARPOL) 1973/1978 annex II and its amendments.
      4. Deadly amount for marine life (LD 50) is one-tenth milligram per each liter of water equals (l -10) milligram for each liter of water.
      5. Deadly amount for man (LD 50) equals (5-50) milligram per each one kilogram of a man's body weight.
      6. Causes medium danger to man and marine life environment and its issuance.
    3. 2/3 Medium toxic chemicals to man and marine life, characterized by the following:
      1. Highest percentage to which marine life can be exposed is ILM 10-100 P.P.M.)
      2. Highest amount to which n-an can be exposed is (TLM 10-100 P.O.M)
      3. Classified under category (C) in the International Convention for the prevention of Marine Pollution (MARPOL) 1973/1978, annex II, and its amendments.
      4. Deadly amount for marine life (ED 50) equals (10-100) milligram per each liter of water.
      5. Deadly mount for man (LD 50) equals (50-500) Milligram per each kgm of a man' s body weight.
    4. 2/4 Weak chemicals- that have slight effect on man and marine life, characterized by:
      1. Highest concentration allowed for marine life (TIM 100-1000 P.P.M).
      2. Highest concentration allowed for man is (TLV 100-1000 P.P.M)
      3. Classified under category (D) of the Inter-national Convention for the prevention of Marine Pollution (MARPOL) for the year 1973/1978, annex II and its amendments.
      4. Deadly amount for marine life' (LD 50) is (100-1000) milligram per liter of water.
      5. Deadly amount for man (LD 50) is (500-5000) Milligram per each kilogram of body weight.
      6. Have low effect on marine life and man.
    5. 2/5 Radioactive substances:

Theses are the substance whose radioactivity exceeds 0.002 microcuri per gram.

  1. Estimating the costs of removing the damage of oil pollution is done on the basis of the actual cost.
  2. Each case should be estimated separately provided that the amount should not be less than the highest number in the proceeding category.
  3. The minimum amount for estimating damage is the same as the highest number in the preceding category.
  4. In case of pollution by light oil, the damage will be estimated on analogy with the damage caused by heavy oil.
  5. These estimations of loss mentioned above do not include any claims resulting from damage to any industry that relies on water in its industrial processes, or to tourist facilities.

  1. Assessing the removal of the consequences is done on the basis of the actual cost of each case.
  2. Due to the dangerous consequences of chemical on man and environment, the stated penalties do not exempt from inflicting other penalties by the authorities.
  3. The assessment of damage mentioned above is just the minimum assessment for the damage of marine pollution in the territorial waters and does not include damage done to others than man and the Ports Corporation.
  4. If the water polluted exceeds 500 tons damage will assessed for each case separately provided that estimation should not exceed the highest level mentioned above.
